Radar data indicates that Tropical Depression 17W made landfall in far northeastern Vietnam east of Halong at about 1940 UTC with winds of 30 kts. It took very little time at all for the circulation to lose definition, as satellite and radar imagery indicates that 17W no longer has a closed circulation. The system consists of clusters of disorganized convection and a few diffuse cloud swirls located along a trough axis along the Vietnam and China coasts. This convection will likely persist for a couple of days, which will contribute to an ongoing flooding threat in the region.
